What is the DVLA and what do they do?

The Driver and Vehicle Licensing Authority (DVLA),if one may ask,is a public-sector institution under the Ministry of Transport. The institution first operated under a law which was established in 1999 by an Act of Parliament (Act 569), 1999. DVLA replaced the Vehicle Examination and Licensing Division (VELD).

By the Act,DVLA has many functions which have generally been classified as to provide a regulated framework for an enhanced and more effective administration of drivers and vehicles. The DVLA has since March,2016 been weaned off government subvention.

The Driver and Vehicle Licensing Authority (DVLA) has key stakeholders they work with and they are;the Motor Transport and Traffic Department (MTTD) of Ghana Police Service; Transport Associations; National Road Safety Commission; Ghana National Insurance Commission; Ghana Automobile Distribution Association; Government Technical Training Centre; National Drivers Academy, the Judiciary and the Motoring Public.

What are the specific functions of the DVLA?

Under the DVLA Act 569, the institution us mandated to

Establish standards and methods for the training and testing of driving instructors and drivers of motor vehicles and riders of motor cycles;
Establish standards and methods for the training and testing of vehicle examiners;
Provide syllabi for driver training and the training of Driving Instructors;
Issue Driving Licence;
Register and license driving schools;
License driving instructors;
Inspect, test and register motor vehicles;
Issue vehicle registration certificates;
Issue vehicle examination certificates;
License and regulate private garages to undertake vehicle testing;
Maintain registers containing particulars of license motor vehicles, driving instructors and drivers of motor vehicles;
Advise the Minister on policy formulation and development strategy for the achievement of the object of the Authority;
Ensure strict compliance with this Act and regulations made under it;
Carry out such other functions as are incidental to the attainment of the object of the Authority.
